Just to make sure we're on the same page, did you upgrade the server to TurboVNC 2.2 and remove ~/.vnc/xstartup.turbovnc so that that script will be upgraded the next time you start a TurboVNC session? Both will be necessary in order to get the window manager under Ubuntu 18.04 to work properly with TurboVNC.
