It is possible that that's how it's supposed to work, but I haven't
played with the UltraVNC Repeater in years. Let me test it for myself
and diagnose what's happening.

run the vncconect to set the host/ip and id I can start a viewer and
connect to the repeater in mode 2 and all is well but when I close the
viewer and try to reconnect, it just hangs. If I rerun the vncconect, I
can then restart the viewer. Is this how it's supposed to work?
