This is a Gnome thing.  When you log in to Gnome, it will automatically 
change the screen resolution to the one that was last set using the 
Screen Resolution applet.  You can clear that value by running

   gconftool-2 -u /desktop/gnome/screen/default/0/resolution

TurboVNC should behave as expected after you do that, until/unless the 
resolution is set again using the Screen Resolution applet.  You could 
add the above line to the top of ~/.vnc/xstartup.turbovnc to ensure 
that, if a user changes the resolution using the Screen Resolution 
applet, it will be reset the next time they start a TurboVNC session.
