The SCA specification does not specify a scope attribute that you can use in an
SCDL .componentType file. IMO I am not sure that the declaration of a scope is
something that you actually want to declare in a .componentType, separate from
the component implementation. Bu independent of my opinion here, we need to
bring that issue to the spec collaboration team first, then with their input
decide how we want to handle this in Tuscany.
