Just to follow up (and this is why you can't trust the spec
guys ;-) ) we did change pass by reference to @AllowsByReference
which is on the impl class or per operation. The tricky thing is that
remotable references always have pass-by-value semantics even if they
are pass-by-ref (i.e. the implementation guarantees it won't mutate
with parameters). For local services, semantics are always pass-by-
value. This means we should probably track per operation so there is
one place to check. I think we can put a marker on Operation - what
do you think? Also, the policy builder may be the place to do this.
