Getting started instructions for building samples

I tried to follow the "getting started" link to try Tuscany out for the first
time. I found you have to issue "mvn -N install" from the samples directory to
set up the parent. This was mentioned in
http://incubator.apache.org/tuscany/java_sca_overview.html but was *not*
mentioned in http://incubator.apache.org/tuscany/getting_started.html which is
a shame as the "getting started" link is likely to be a pretty common starting
point.
(Also, the symptoms of not having issued "mvn -N install" from the samples
directory were that building individual samples tried to download dependencies
from a non-existent maven repository rather than giving a more helpful
diagnostic such as reporting that the parent had not been set up properly.)
