This is very odd.  I contacted the guy in eclipse and he was mystified that
when he looked at his server the size of the file was now in line with our
expectations (756kB) rather than what he reported before (188KB).  So I blew
away my repository again and rebuilt.  There is an anomaly here.  The output
of the build (see below) reports downloading 756KB for the file at [1] but
the file in my local repo after the build is 505KB, so the build fails
again.  However,  if you download the file at [1] manually and put it in
your local repo the build succeeds!  I have seen other reports of this 505KB
size.
