Simon Laws resolved TUSCANY-1743.

Resolution: Fixed
The build.xml file was packaging the wrong version of stax into the war it had
stax-api-1.0.1.jar
it needed
stax-api-1.0.2.jar
I've put them both in for now just in case there as a good reason why 1.0.1 was
included
