It only allows "development of software and/or data compilations which
facilitate electronic transmission of information in accordance with the
Specification and otherwise implement the Specification in user's products"
so maybe you could argue using the its xsd in a memory footprint test isn't
quite what they had in mind :) Thats likely being a bit pedantic, it looks
mostly ok to me, it allows things  like derivative works, redistribution
etc. Could ask on the legal discuss list, but, if it is possible to create
our own large xsd without too much work i'd be slightly more in favor of
doing that just to avoid all the extra work getting the LICENSE and NOTICE
files updated and also to avoid any possible release review questions.
