I tried out your test by creating bundles and installing them (I am running
Equinox, but not using Eclipse plugins) and the output showed:
osgi> start 238
creating TestImpl
osgi> start 239
Starting ... test.composite ready !!!
did something
It looks like it worked, so I will wait and see your response to Dan's question
on security.

Doesn't Tuscany throw SecurityExceptions when security is turned on and the
required FilePermissions are not granted?
