I've solved this (needed to use pluginManagement in the parent pom.xml, then 
reference in the acceptance modules). This allows the Tomcat-related tasks to 
execute whether mvn is run from the top-level acceptance dir or an individual 
acceptance module, and only run once in either case.

I am now looking at a follow-on problem where the Tomcat zip isn't being 
located properly when mvn is run from a specific module dir.
