Would it be possible to repackage the Tomcat zip file (which
currently requires a manual download into the source tree)
and upload it to a m2 repository, thus enabling it to be
declared as a dependency?  If that's done, then the Ant script
responsible for the Tomcat prep can grab it out of the local
repo.

I think that this is a great idea. One less step for those running the acceptance tests.
