Move all Website material into site tree using Maven2 build process

Currently the source website material for Tuscany is still in the contrib tree
and uses Maven 1.01 to build.
This should be moved to the -site- tree which is already part of the SVN
repository. The -site- tree should be reorganized so that it contains src and
target subtrees. src will contain the source for the site and target the
output that will form the website when transferred to the Apache website server.
The build for the website should be changed to use Maven 2.0.2.
