There seems to be a problem .. even with a regular web
browser I can not view
http://download.eclipse.org/tools/emf/maven2/

I get ...

We will need to look into this.
I don't off the bat see latest EMF jars needed
(2.2.0-SNAPSHOT) all I see is 
2.1.0 in www.ibiblio.org

BTW if you look at ~.m2 or on windows
"%HOMEDRIVE%%HOMEPATH%\.m2"
you can create or edit a file settings.xml
and add  mirrors set to look for.  Details for this
are in 
http://maven.apache.org/guides/mini/guide-mirror-settings.html
