I believe all the jars like Spring, Jetty, ActiveMQ etc. are released under the Apache license and hence strictly may not need to be in the NOTICE file as we are not changing the license on them. However, in the interest of erring on the side of caution I think we should add them to future releases. The Sun jars come from the GlassFish JAX-WS project which is listed in the NOTICE.
Reading about the NOTICE file it wasn't completely clear to me what must be included so if this is going over old ground and those things don't need to be included then +1 from me for this M1 distribution.
Thanks for spotting the Apache ones.
