One issue raised was that the notice does not cover jars that were
originally released under the Apache License. No objections were
raised but they will be included in the notice file for future
releases.
The IPMC vote also passed with +1's from dims, jim, pzf, stoddard and
jstrachan so we are now free to post the distributions.
