ant for building scagen not run on windows

The windows build script does not run the ant task to build scagen - this would
do it...
cd ..\..\tools\scagen
ant
cd ..\..\projects\tuscany_sca
cd tuscany_sca_test
nmake -f tuscany_sca_test.mak ALL
