Update the Tuscany website documentation page for sections that talk about SCA
and SDO specs. These pointers should point to the OSOA website to avoid
confusions. Here is the mail thread where Jeremy has suggested that I do a
patch for this.

I am attaching a patch here for these changes to the Documenation Page. I have
tried to re-organize the content a bit. Could somebody please validate and
apply if everything is ok. Thanks.
