Hi. If you're interested in doing some piece of work the best practice IMO is
let people know about it. Communicate it to the mailing list, open Jira's or
both. The web site would probably not have a lot in new ideas but the mailing
list, wiki and even the Jira's may have something you could be interested in.
Even getting your hands in fixing some bugs lets the community know you. The
website has a lot of information to help in getting started too.
I don't think priorities are particularly important, mostly find something
you're interested in. As per dependencies, once again, state on the mailing
list what you're looking at, give as much details as you can once you think you
have an idea. People will start communicating with you if they think there are
dependencies on what they're doing.

I think it is very useful, especially for people outside the project.
