I think we also need to put in a lot more negative testing. I noticed
things like incorrect SCDL causes ambiguous error messages and NPEs.
In the vein, how exceptions are propagated and context added to them
could use some work as well.

One of the big things pulling the numbers down is the constructors
on exceptions which aren't really an issue but which are also easy
to exercise if someone would like to help pull the number up.
