I haven't tried it without the extensions flag. I added it initially to
support custom packaging. Then I decided against and used war packaging
and built on the artifacts produced by the "Maven WAR plugin".

To allow the build to use the tuscany-war-plugin to build the samples I
needed to remove the <extensions>true</extensions> element from the
