A tool is needed that can validate SCDL at build time.
Some requirments are:
Should run as a command line or as a Maven plugin.
Priority on isolating the location of errors (file, line number) and giving
detailed meaningful explanations.
Optionally, Given a search path should validate referenced java class files
and wsdl exists Option to fail or warn on non existence.
Validate wiring.
Extensible. Allow registration of extensions to validate non SCDL elements.
