The 0.96 draft of the SCA Web service binidng spec defines a soapbinding
element that contains a set of attributes that define a synthetic WSDL SOAP
binding. This enables using binding.ws without an exsiting WSDL document. For
more details see section 2.1 in the ws binding spec.
