loader just before invoking Tuscany, results in this code working.
Switching TCCL like this was a major PITA in the M1 timeframe and is
something I think we must avoid. I would like to assert that none of
our code should depend on what the TCCL is, just that it can be used
for its intended purpose (loading application classes).
