[C++] Created Cpp-M2 version in JIRA

I created a Cpp-M2 version in JIRA to help us sort JIRA issues and 
assign them to our M2 release. Right now only JIRA TUSCANY-781, which I 
just created, is assigned to Cpp-M2. We'll probably need to move more 
issues to M2 :)
