Description:
In the binary SDO and SCA distributions, the samples directory contains a
number of empty files, README, INSTALL, NEWS, etc. are all empty.
These files should either be removed or contain something. In particular README
and INSTALL should not be empty.

Originally the issue only covered the SDO samples. Changed the description to
