With item 1) can we temporarily add to the SCA's pom.xml this repository? This
seems to have built for me doing it this way. When Axis/wsCommons goes gold
these artifacts will be picked up by http://people.apache.org/repository. We can
then remove this repository. Or will timing be an issue here?
Similarly, for item 2) I think only BB uses it. Can we add this plugin
repository to the samples top pom.xml and just keep it there? It seems the SCA
pom is doing that already as a regular repository.

I'm struggling a bit here. I assume that tagged artifacts should be
frozen logically.

If yes, all the groups under tags/java such as sdo, das, buildtools that
have dependencies on pom/parent/pom.xml need to be changed and
re-tagged/re-voted.
