OK, it appears this is because I've somehow been dropped off a group,
or I'm in the wrong group on people.apache.org - doing "id -Gn" on
minotaur lists me as belonging to ajborley, apcvs and ws groups. Doing
"id -Gn pgrobbins" (or jboynes, jmarino, etc) gives pgrobbins, apcvs
and incubator groups which means that some people can update the site
but not others (including kelvingoodson, antelder and rfeng). I expect
this has something to do with svn permissions - as a tuscany committer
I get svn access to all the ws projects so I'm in the svn ws group.

Does anyone know how I can get put back in the incubators group?

Cheers
Andy

Just to keep you up to date, I was informed I should work this through our
project mentors. To which I've sent a note off to Sam Ruby and Davanum
Srinivas.
