Hi Jim,
I updated the code and added a new default SCDL policyFramework.scdl in
core\src\main\resources\org\apache\tuscany\core, which defines policy related
system components, and uses @Autowire annotation to wire them together.
Individual builder impl and WireService can also get reference to PolcyEngine
by using Autowire. Please review.
For next step, I'm finding a way to hook intents loading into Tuscany
bootstrap, and writing a sample to verify existing policy framework codes.
