It seems that we can configure the pom.xml in the following way to help mvn
find the parent pom in the tree.
<parent>
...
<relativePath>../../pom.xml</relativePath> <!-- The default value is
../pom.xml-->
</parent>

I think we discovered that the individual sample poms need the parent poms
in the sample itself to be built before the individual ones can be built.
That is to say maven does not walk up the directory tree looking for
parents.. it finds them in local repo. I think dkulp thought and pointed to
a jira that said this was a bug, but not too sure of that.
I think we should at the top level readme files still state this.

That may not be a blocking problem but I think the the next one is:
Unfortunately the question about if the javadoc distro needs to include
license and notice files was answered on the incubator general list last
night - they do, and ours don't. It also sounds like the maven javadoc
plugin is not going to be able to add these files for us so if we want to
distribute the javadoc the easiest way is probably going to be to
manually
add the files to the distro after its built just as its about to be
signed.
