I'll assume you already have svn :-)
All you should need to build the Java version is a JDK and Maven -
you can download Maven here:
http://maven.apache.org/download.html
Once you've installed mvn, checkout the SDO tree from here
http://svn.apache.org/repos/asf/incubator/tuscany/java/sdo/
You'll need internet access for mvn to download the project
dependencies - if you're unrestricted then you should be OK, if
you're behind a firewall you'll need to set up proxy etc. I' afraid I
can't help (except to suggest a trip to Starbucks).
Once you're online cd to the top level sdo directory and run
$ mvn
That should be it.

I've never worked on the Java implementation of SDO, however it would
probably be a good idea if I had some exposure to it. If you can
help me set
up an environment where I can build and test your changes then I'll
help
out. I won't be offended if you get a better offer from someone who is
already working on that stuff.
