This is fixed now, Rick's fixed the code and republished it to the snapshot repo.

Another issue is that the 0.1-pre-spec-SNAPSHOT version of the tuscany-war-plugin is hardcoded to use the 1.0-incubator-SNAPSHOT of webapp-host.
