I didn't mean "bar' not a tag; I meant "\n " + tag "bar" + "\n" together is
literally "foo" content which can't be altered no matter formating on or off.
On the other hand, Change Summary Serializer inherits options from SDO XML
Resource, so we may need to test Change Summary formatting too.
See the attached XMLHelperTestCase.
