This patch is intended for a replacement of the first.  

It adds the concept of adopted test suite vrs underReview test suite for the 
CTS.    The idea here is that we need to get people writing test cases for 
their JIRA and provide the means to test specific function but we also need 
some level of control about what is included in the CTS jar default test cases.

The tuscany impl just calls the CTSSuite which includes the adopted test cases. 
 The user can optionally execute the other test cases using hte mvn 
-Dtest.sdo21.vendor.tuscany.tests.OptionalCtsTestSuite.java test
