My assumption is that JXTA employs encryption and uses BouncyCastle
as an implementation, so as we use JXTA we need to send in the
notification. It looks like this would normally be done by the PMC
Chair as an ASF Officer so I think we will need one of our Mentors or
Noel to file this for us.
