CTS contains duplicate copy of TypeConversion test

There are three tests named TypeConversionTest in the CTS:
test.sdo21.paramatizedTests.conversion.TypeConversionTest
test.sdo21.tests.conversion.TypeConversionTest
test.sdo21.tests.typeconv.TypeConversionTest
The last two are duplicates - a diff shows that they are almost identical,
differing only in comments and format.
We should simply delete test.sdo21.tests.typeconv.TypeConversionTest - it is
not referenced anywhere.
