I've determined that there are a lot of dependencies on having a single ComponentManager. DeployerImpl, BuilderRegistryImpl, and DatabindingModuleActivator assume there is one. I'm now thinking it would be simplest to have a single ComponentManager and make it a little smarter about how it organizes its list of SCAObjects.
