Try downloading the file manually from the project website.
Then, install it using the command:
mvn install:install-file -DgroupId=commonj -DartifactId=sdo-api-r2.1 \
-Dversion=1.0-incubating-SNAPSHOT -Dpackaging=jar -Dfile=/path/to/file
