Currently there is an issue in XSD2JavaGenerator where global elements are not
properly processed in the GeneratePackages object. This can lead to erroneous
information being reported. The cause of this problem is in the logic of the
GeneratePackage constructor, where it excludes the DocumentRoot. Global
elements are not accounted for properly. Attached is change in the logic used
to build up the package that doesn't preclude DocumentRoot packages.
