SDO - README.txt in resources/META-INF should be deleted

There is a README.txt in each of the following directories:
plugin\src\main\resources\META-INF
impl\src\main\resources\META-INF
tools\src\main\resources\META-INF
the first line of the README refers to the M1 (May 2006) which is incorrect.
The next part of the README is a subset of the information from the NOTICE and
should not be duplicated in a README.
The "Support" section of the README is not needed at this level of the project.
It is better to put support statements like this on the wiki, or at the top
level of the project.
