Resolution: Later
We do not have any deployment code in Tuscany SCA at this point, so we don't
need to make non-existent code extensible :) We can reopen that issue at a
later point if/when we start introducing a deployment story, but so far we've
been able to run off the development artifacts without intermediate deployment
steps so I'm not sure that we'll ever need to.
