Publish the 0.99 artifacts into a staging maven repo

Hi,

At this moment, we cannot run maven build for the samples as the 0.99 
artifacts are not published in a maven repo unless we do a top-down build 
locally first. I suggest that we set up a staging maven repo @ 
people.apache.org as many other projects do.
