I've changed the policy-xml modules to exclude the mail and activation jars as
they're not necessary for policy support, but the rest - axiom, xalan etc are
need right now as the scdl is now being validated and we've ws-policy support.
Moving to Java-SCA-Next later can look at if there's anything that can be done
