Minor issues with RELEASE_NOTES file

A few small changes are needed to the RELEASE_NOTES file in the binary
distribution.
1. BPEL is in the first list of specs that are implemented in 1.0. It is also
in the next list of things that are implemented but not part of the specs. It
should be removed from the second list.
2. Databindings for SDO and JAXB are mentioned (briefly) in the SCA specs, so
these shouldn't be included in the list of features not yet defined by the SCA
specs. For these we need another category of things that are mentioned in the
specs as optiional features.
3. Fix typo in line 44: "Wepapp".
