OASIS IPR terms in general are completely public.
The OASIS SCA TCs in general work using the "RF on Limited Terms" mode
of the OASIS IPR policy:

...says this for the SCA Assembly TC, the other TCs have equivalents.
The detail of what "RF on Limited Terms" means can be found here:

...in particular look at section 10.2.
In effect, these OASIS terms are the closest ones to the Royalty Free
terms that Open SOA used for the SCA 1.0 specifications.
I doubt whether these liberal terms are likely to cause problems for
Apache projects. Other OASIS specs are in common use and follow similar
forms of licensing.
I hope that this helps and can put to bed any further concerns about the
specifications and their license terms.
