XMLStreamHelper should generate xsi:type if the root element of the XMLDocument
is not an existing global element

Trying to convert a Customer DataObject into XMLStreamReader, the root element
is dummy which is not a global element. We would like to see xsi:type as
follows.
<dummy xmlns="http://dummy"; xsi:type="c:Customer" xmlns:xsi="..."
xmlns:c="http://customer";>
....
</dummy>
I have a fix. If you agree, I can commit.
