dbconfig util - reverse order of tables when 'drop table'

the order for create tables and drop tables need to be reverse. in config file
the order should be same as order of create tables (this is documented in
readme.htm).
if this rule is followed, drop tables can take care of dropping children before
parent, and so well managed FKs.
