I've added code to the XMLHelperImpl.java class to set the encoding on
'dynamically created' XMLDocument objects used during the save operation.
Additionally, I've included an additional test in the XMLHelperTestCase to
check for the validity of this behavior. The XMLSaveOptionsTestCase was
modified to accomodate this change, as well.
