Address FIXME in SCABindingProcessor constructor

Currently the SCABindingProcessor sports two contructors. Only one is required
and will allows this binding processor to be loaded using the usual extension
loading mechanism. So this change should remove the constuctor marked with
FIXME and reorder the various parts of the ReallySmallRuntime and
ReallySmallRuntime builder to ensure that the SCABindingProcess is correctly
loaded
