URL Handling in Tuscany breaks when Tuscany is run under OSGi

Code in the old DefaultSCADomain and the new domain/node APIs manipulate URLs
returned by classloader.getResource() to open a directory or jar file
corresponding to a contribution. This breaks when Tuscany is run under OSGi
since OSGi returns bundle:// or bundleresource:// URLs instead of the file://
and jar:// URLs supported under Tuscany. A full description of the problem and
